Tie off the top with green ribbon.

Ghosts’ Garden

Fill a dozen white balloons with helium. Wrap a complete sheet of white tissue paper around each balloon. Tie a string at the bottom of the balloon to make the “ghost’s neck”. You can glue strips of white tissue paper to the edge of the sheet that makes the ghost’s body. This way the ghost will look longer and the strips will move with the wind. Use a black marker to draw angry and sad faces on the ghosts!
